Today, I came across a group called "Smart Card Alliance" who recently published "A Healthcare CFO's Guide to Smart Card Technology and Applications."
I haven't yet read the white paper, but it can be downloaded from the link above. More comments later.

Softanicca has developed emergency medical record storage on smartcards. EMR on smartcards makes lot of sense since it improves accessibility and availability of EMR to hospitals/providers at emergency when its needed most.
